The campaign:

Floyd Conover of Portland, Tenn. had become a perennial candidate by 2012. He had previously run for city council, sheriff, US House, and Governor. After suffering a stroke in 2003 he began his quest for the White House, running in every election 2004-2016.

In 2012 he did something a bit different, he filed with the FEC (Dec. 14, 2009). There was also a running-mate identified, Tommy Reese Cox Jr. of Gallatin, Tenn.

Although he had run in the past as a Democrat, he considered himself an Independent who said he leaned "more Republican." In Conover's final campaign, 2016, his platform issues included doing away with government welfare and leaving that service up to the churches.

Conover had a military and civilian law enforcement background, worked in the restaurant/motel business, and mini-storage.

The Conover/Cox campaign was sort of a stealth electioneering effort. They were not on any ballots or registered in any state. If they had emerged the victors on Election Day the fact they were residents of the same state would have posed a complication as far the Constitution was concerned.
