The campaign:
Jouett Edgar Arney and Charles Orval Owens were two convicts who were incarcerated in Lansing, Kan. Arney was serving a life sentence for a murder he committed in 1972 and had become a legal advocate to improve prison conditions. The Arney/Owens ticket filed with the FEC, political party unknown, on Dec. 31, 1987.
Their campaign, such as it was, had been ignored by the press. On Aug. 13, 1991 Arney filed with the FEC for a second run for President but this time without Owens.
In the event they had won the election there would have been a Constitutional problem with the fact they filed as residents of the same state.
