Besiago contended the US government had a secret operation called Project Pegasus, administered by the Central Intelligence Agency and the Defense Advanced Research Projects Agency between 1962-1972. Among other things, the Project developed technologies that allowed for teleportation and time travel. Besiago claimed that he himself had been a child "guinea pig" in these experiments, selected in part due to his alleged IQ of 168. As part of this process he said he visited Mars, met aliens, and experienced time travel.

He said he was present at the Gettysburg Address and went forward to the year 2045. Apparently a young Barack Obama also visited Mars as part of the same experiment.

Besiago has inside information that he, Andrew Basiago, will be US President by 2028.

His website included this message, Thanksgiving 2015: "I would especially like to thank my chief-of-staff Karen D. Kinnison for her actions above and beyond the call of duty these past 12 months. Running for President is a difficult path to tread, and without the true friendship and hard work of Karen, this candidacy would have hung up its hiking boots long ago. Karen, I am eternally grateful."

Kinnison had also served as his speechwriter and campaign coordinator since 2014. Her VP selection was announced in Aug. 2016, although filed with the FEC in July. Besiago told one interviewer--

I have asked my chief-of-staff, Karen Dell Kinnison, of Kentucky, to be my VP running mate because as my chief-of-staff on this campaign Karen has consistently demonstrated a love of country, high character as an individual, and high intelligence. She has repeatedly given me phenomenal, morally centered political and strategic advice and been the bulwark of my campaign. She also, I must acknowledge, pulled “a Cheney” when she came to me and said, “Why don’t you select me for your VP?” She’s a wonderful person who has provided me the best possible colleagueship and guidance as a Presidential candidate and as a human being. I think she would make a truly great Vice President — and President — of this country in the event that I should leave the Presidency.

The Basiago/Kinnison ticket were write-ins for Alaska, Connecticut, Florida, Idaho, Kansas, Montana, Utah, Washington, and West Virginia. Not all of these states reported their write-in votes beyond a lump sum.

Due to health-related reasons, Basiago decided not to run in 2020.
